Positive lists, CITES, and international dynamics in breeding

Are "positive lists" coming? The topic of regulating private breeding in Europe is gaining intensity once again. The concept of so-called positive lists could fundamentally change the rules of the game – only the breeding of species that are explicitly permitted would be legal, while others would find themselves "outlawed." What impact will international politics and CITES have on our aquariums after 2025? Expert Kathrin Glaw will shed light on the current dynamics in the EU during the online lecture AK-Fischkrankheiten (March 4, 2026) and explain why the voice of breeding associations is more important now than ever. Live translation of subtitles will be provided for Czech participants.

We invite allaquarium and terrarium keepers to an online lecture that focuses on one of the most fundamental topics of the present – the regulation of private animal breeding in Europe.

What will be discussed?
Although the debate in Germany about so-called “positive lists” (lists of species that are only permitted to be bred) has seemingly calmed down recently, discussions at the EU level and internationally are gaining momentum.

The introduction of these lists would mean a fundamental turnaround: everything not explicitly mentioned on the list would be automatically prohibited from being bred, raised, or sold. A significant milestone in this debate could be the World Conservation Congress IUCN in October 2025, whose conclusions often influence future European legislation.

During the lecture, you will learn:

  • News and dynamics within the CITES agreement.
  • Why the strong role of national and international breeding associations is crucial in negotiating practically applicable rules.
